William R. Teator
President & CEO

Mr. Teator provides overall direction and leadership to Capital Advocates, LLC and its clients. He founded the firm to address the needs of corporate, municipal and non-profit organizations seeking direct government or public support for their financial, policy, or other endeavors.

Mr. Teator assesses client vulnerabilities and opportunities, and develops corresponding strategies to achieve client objectives. He leads implementation with team members and client leaders offering ongoing guidance and tactical adjustments to reflect the often shifting political, policy, business and public opinion dynamics.

Mr. Teator has formulated issues management campaigns incorporating a range of government and public affairs techniques on behalf of Fortune 500, non-profit and public institutions. His experience covers numerous policy areas including agriculture, energy, healthcare, trade, transportation and technology/telecommunications issues. Mr. Teator's reputation earned him positions helping coordinate voter mobilization and media relations efforts in support of President George W. Bush's campaign and the 2000 Republican National Convention.

Mr. Teator remains a full-time consultant to The Livingston Group, LLC, a top-ten firm in Washington, D.C., headed by former House Appropriations Committee Chairman Bob Livingston. He affiliated with the firm in January 2002 after three years as a senior government and public affairs consultant with The Solomon Group, LLC. Mr. Teator was previously a media practice consultant at the global PR firm, Burson-Marstellar, after serving for four years as Press Secretary and legislative aide to then Congressman and House Rules Committee Chairman Gerald B.H. Solomon (NY,1979-1999).

Teator received his BA from Binghamton University. He was born and raised in Durham, New York in that states northern Catskills region.

Kim Parr Teator
Principal

Ms. Parr Teator provides professional performance management services, focusing in the areas of strategic communication planning and development, organizational management, training development and delivery, human resource development, and job-task-analysis. Additionally, Parr Teator handles business operations for Capital Advocates, LLC.

Prior to Capital Advocates, Parr Teator has years experience as a Consultant with Accenture, LLC, providing human performance consulting services for private sector and Federal Government clients including NASA, Department of State, USPS, IRS, HUD and Freddie Mac. During this time, she lead the design, development, and delivery of communication plans and materials, lead training development and delivery efforts, assessed various business issues, recommended strategy, and implemented solutions to address the identified needs. Additionally, she created change navigation and knowledge transfer plans to transition to the recommended organization designs. Parr Teator has also worked to help develop agent competencies for the Directorate of Intelligence with the FBI.

Parr Teator earned her Bachelor of Arts in Psychology and NYS Elementary Teaching Certification at Hobart and William Smith Colleges. She later received her Master of Arts degree in Organizational Management from The George Washington University.

Shannon Meadors Oscar

Prior to joining Capitol Advocates, Shannon Meadors Oscar served as legislative staff in both the House of Representatives and the Senate. In the House, Meadors worked as senior staff for former Congresswoman Anne M. Northup of Kentucky, whose committee assignment was to the Appropriations Committee, where she was the Vice Chair of the Labor, Health and Human Services and Education Subcommittee. Staffing Mrs. Northup on Labor-HHS appropriations was her primary responsibility. As part of her duties, Meadors coordinated multiple appropriations projects for entities throughout the state, planned and prepared for Subcommittee hearings, drafted legislation and report language and coordinated legislative tasks and agenda with White House and Congressional offices on a wide range of priority issues for the Congresswoman, from healthcare and education to foreign affairs and adoption.

Her time in the House of Representatives was preceded by service in the Senate, where she worked on the legislative staffs of Senators Fred Thompson of Tennessee and Wayne Allard of Colorado. In these roles, she staffed the Senators on a number of issues, primarily focused on trade, foreign affairs, labor, and defense.

Meadors received a Bachelor of Arts degree in International Affairs at the University of Colorado, Boulder. She later earned her Master of Arts degree in International Commerce and Policy at George Mason University.

Lara Roholt Westdorp
Grants/Public Sector Marketing Specialist

Ms. Roholt Westdorp has extensive experience in program and budget evaluation in both the Executive and Legislative branches of the Federal Government. She spent over seven years developing policy and programs with the Office of Management and Budget in the Executive Office of the President and the House of Representatives Armed Services Committee. In each organization, she wrote and evaluated program justifications and budget requests. Understanding the mindset of the reviewer makes Roholt Westdorp uniquely qualified to write and evaluate grant proposals.

As a consultant, Roholt Westdorp has worked with small and medium sized businesses developing policy and legislative strategies to market the company at the Federal level. In particular, she identifies sources of funding, provides leverage to obtain funding, and facilitates the release of funding. Her success is the result of developing a matrix that combines the unique characteristics of a program or company, proposals drafted with a Federal sector focus, policy makers and federal process access points.

In addition to understanding the micro-elements of Federal processes, Roholt Westdorp's background enables her to blend the details with the larger goals of the grant and granting office. While at the Office of Management and Budget, Lara served as a Special Assistant to the Director, the Program Association Director for National Security and International Affairs, and the Director of the National Security Division. Each position provided experience in working at macro-federal policy level as well as increasingly more political environments. Furthermore, the positions required her to work closely with staff from the White House, Vice President's Office, the National Security Division, as well as various OMB offices and divisions to resolve and coordinate policy issues. Roholt Westdorp earned her M.P.A. at Indiana University School of Public and Environmental Affairs, and her B.A. at Ohio State University, with Summa Cum Laude with Distinction.

Catherine Willis
Consultant

Ms. Willis is a principal for Strategic Access Consulting, a firm specializing in government relations and political consulting.

Willis has over 15 years of experience, providing legislative, political and public relations counsel to Members of Congress, the US Senate, the executive branch and private sector interests. She served as a senior counselor on insurance, securities, banking, international trade and general business issues to The Honorable Greg Ganske (R-IA), former member of the US House of Representatives and House Commerce Committee member.

Willis then turned her expertise to the U.S. Senate, working for Senator Michael D. Crapo
(R-ID) as top policy and political advisor to the Senator on issues before the Senate Banking Committee and in his duties as Chairman of the International Trade and Finance Subcommittee. Ms. Willis left the Senate in 2001 when she was appointed Director of Congressional and Public Affairs for the US Commerce Department's Bureau of Industry and Security. Her key focus was reauthorization of the Export Administration Act.

Recognized for her experience in the financial services arena, having been involved in efforts to restructure the financial services industry in both the House and Senate, she was hired as Director of Federal Government Affairs for the Property Casualty Insurers Association of America. Here she represented the interests of over 1000 leading property-casualty companies before Congress and the Administration as association spokesperson and advisor on key legislation and regulatory matters.

Willis also has experience conducting opposition research and fundraising efforts on behalf of political candidates.

Willis has a Bachelor of Arts in Economics from Hollins University and holds a Juris Doctorate from Baylor University School of Law.
